They found that people who interact with these types of campaigns are a very small group of very active people locked deep inside echo chambers. And so somewhat paradoxically, these campaigns tend to have their deepest effect for a small group of people inside echo chamber. Those people already have such extreme views that when someone tries to change their view, it can't become any more extreme.
