The House Rules Committee's Special Order to Suspend Standing Rules
The US tariff commission created in March of 1882 had called for an average 25% reduction in tariffs, but there was way less agreement on the details. The House could suspend the rules with a simple majority vote rather than the two thirds majority that was normally needed. Ultimately, an act to reduce internal revenue taxation and for other purposes was signed into law on March 3rd, 1883. But without really doing anything that people who felt strongly about it had actually wanted. Instead, tariffs were reduced on some items but raised on others.
