There was actually not much of a history of congressional oversight of the executive branch before watergate. The urbin committee holds these big, splashy public hearings, and they become must c t v for the first time in the united states. And their t v networks, again, this was a time when there were just the three t b networks and the beginnings of public broadcasting. They air something like 200 hours of hearings live over the course of that summer.
