The History of the Athenian Empire

After 454 BC, the Athenians instituted a new policy that essentially transformed the Delian League into the Athenian Empire. They took one sixth of what was put into the treasury every year as a donation to Athena Polius and used it however they saw fit. By the 5th tribute list though, a significantly large number of islands appear for the first time.
