There's more people using trains now than ever before, but it doesn't alter the fact that the trains are incredibly crowded. The state is sort of in charge of ensuring that the train system is good for commuters first and foremost. I see a transport as being, you know, like a social service almost. Everybody needs it. As a society, we have an obligation to make sure that the society runs in certain basic ways. And transport is a basic right.
