The End of These Lists Is the List of Front Companies

The Biden administration has pursued an end-user-based system for 25 years. But China recently announced what they call a civil military fusion policy. That is essentially the government saying to companies whether you're a civilian manufacturer or a defense manufacturer, we may divert your production and R&D into military use. The Chinese would probably say it's the same thing.
