Why the U.S. Government Borrows?

Gress is in the process of passing legislation that will embargo their oil. The russian gas is what's keeping homes in europe warm this winter, natural gas. If they can't borrow, then they really are not going to be able to finance their government. It sounds like it's getngto hit hawaii getharder than anybody else, because they get a decent amount of oil. He europeans want the sanctions but they need the gas.
