The Rise and Fall of the North Korean Resistance
Sukkyoung: Jeju was in a state of siege, sealed off from the outside world. The national police unleashed not only its own forces, but criminal gangs and paramilitary squads that did the dirty work that even the cops didn't want. Sukyoung says many islanders fled to the mountains which became a breeding ground for new resistance groups. US intelligence estimated 15-20% of the communities were openly hostile to the Americans.
