There's the copyright law and whether or not what we're doing with data that our systems are trained on should be governed directly by copyright law. And so that is an issue like does copyright give artists and writers the right to say no, you may not use our work to train your AI system? Like that's really a fundamental question that is unclear at the moment. But there's all sorts of copying that happens as a result of internet error technology that needs to be governed by fair use, or else the whole internet would not work. Whatever you load a web page, you don't have to get explicit permission from the author in order to make that copy that literally gets displayed on your browser
