Sally Kohn: There are some people who thought Xi Jinping might actually be a reformer in some sort of sense that would be recognizable from even a Western perspective. She says the big things that I would think one could say are the hallmarks of his initial period. One is that very strong anti-corruption program, which as understood in the West was a useful vehicle for getting rid of his enemies within the party state apparatus. The Belt and Road doesn't really start to solidify until a couple of years into the tenure, but eventually you start having Belt and Road and projecting its power abroad.
