In 1999, the deregulation takes hold in California. The utilities no longer own their power plants for the most part. They're owned by independent power producers who are going to sell power into this new competitive market. Pijini was found to be shirking on gas transmission, pipeline maintenance and it all kind of came to a abrupt halt in 2010 after an explosion south of San Francisco killed eight people.
