In 1917, strikes were called across many US cities all at once. Labor leaders knew that this was their moment of maximum leverage. Northern industry had been engaged in a recruiting campaign to lure African Americans out of the rural south and into the northern cities for work. The hostility against blacks by immigrant communities erupted into violence immediately upon the arrival of the first black migration.
