In 1963, the Rockefeller Foundation began to invest in the International Maze and Wheat Improvement Center as a partnership with the Mexican government. This was part of like a Cold War project by the US to keep the Soviets from gaining a bigger foothold in Central America. And this was just kind of the tip of the iceberg around policies to reach the farmers who despite the successes of the Green Revolution, still hadn't come around to the idea of selling their soul to the devil.
