Messages in the cloud are end to end encrypted, but if you turn on iCloud backup, not only are your messages backed up. The decryption key for messages in the cloud is backed up, which gives you access. You have to turn out off iCloud backups in order to do it. That's like the special incantation. Because the key to unlock them is in the backup.
