Is There a Balance Between Transparency and National Security?
Tully: We have to balance the desire for transparency with protecting sources and methods that make those operations possible. I would argue that the institutional forces within the us Government are very n reflective in favor of classification, in favor and in opposition to greater transparency. And so it actually takes a lot of kind of pressure from the leadership at the white house, at the earing level oft the penagon, to press on transparency. It's worthdispressing as to whether the claims you often hear from people within the enterprise that the disclosure of this would pose national security harm are actually true.
