In that world, it would basically turn every cryptocurrency into a CBDC. This entire the entire point of everything was lost. There is no point in crypto if government agencies can enforce rules at a protocol layer. And as these protocols exist, they are unstoppable. So, I don't think the governments really can lease at the layer one like this, but I don't want them to try.
