Would It Have Met the Federal Standards?

In illinois, you have to get a firearm owner's identification card in order to buy a gun. So he got one of those, so there would be a check at that time, and then another background check when he bought the gun. This would never have shown up in the fbi national instacheck background system. The question is, would it have met the standards under illinois state law?
