Is Putin the Commander in Chief?
In the U.S., President Obama has sole authority to launch nuclear weapons. Who in Russia has the same authority? Would that be President Putin alone? There are always several links in that chain, including the chief of general stuff down to the very kind of officer who commands a particular unit with non-strategic weapons. A break in this chain is very probable and I think Putin probably has an idea about how unreliable the situation is.
