The Ring Bearer's Commitment to Doom, Grah
When he left the shire, Frodo wasn't committed to doing it. But by the time of the council elrond, as you said, allan, that's when he steps up to be the ring bearer. He is fully committed at that point. And yes, he had doubts that were unrelated at the beginning, but that doesn't mean that he wasn't fully committed for a very significant stretch of the quest,. including where we see him right here.
