Hooker says we do not have to consult the Bible to know how to go about picking up a piece of straw. Scripture tells us what is necessary for our salvation, especially things we would not have been able to work out on our own. Hooker applies these ideas to be a fraught question of political authority by saying that political institutions are guided by the Natural Law.
