The Future of Controlled Research

There is going to be a growing tension between three things we want to preserve liberty, privacy and security. It's very difficult to say that we shouldn't do research. Although obviously if the research is intrinsically dangerous or intrinsically unethical then we should try and ban it. But as I say it's very hard to enforce these bans globally. What is the state of international cooperation on issues like this? Well obviously in health there is the World Health Organization but there is nothing yet established in the internet domain.
