The Context in Which Putin's Announcements Were Made

This is a key part of Russia's campaign of nuclear intimidation, which has brought it enormous success in constraining the West's responses to the Ukraine war. It really was just a kind of fairly bland incidental comment on the progress of plans that were already underway. I suspect Russia was slightly surprised that it got picked up on in the West in the way that it did. But there's also the point that the trajectory of Russia's volume and intensity of nuclear threats has been very marked over the period of the full-scale war on Ukraine.
