Nadine Doris issued a direct directive to the Arts Council that they were only going to get the amount of funding for museums and galleries if there was 'leveling up' The English National Opera lost its funding unless it agreed to move to Manchester. Serpentine, ICA, Camden Arts Centre had their funding slashed.
