What Other Response Could You Have to the Creator of the Universe?

Moses was not even allowed to see God. What other response could somebody have? I've asked the same question about people that saw Jesus do miracles in the name of the father and they didn't all become believers. So it's very easy to see how someone could see the power and grandeur of God and not respond to it.
