The City's Game Plan for a Truck Stop

The attorney general, LaTisha James, says that you might be in breach of truck idling laws. The council member in that area says that you're doing it out of spite. What is the game plan here? Like why are you putting a truck stop there? I kind of mentioned truck stops are particularly lucrative.
