Japan has invited a pretty large number of heads of other developing countries. The idea is that the G7 traditionally has been a club of industrialized Western nations. Japan was shocked to see that when Russia invaded Ukraine, many developing countries were not willing to speak out or condemn forcefully Russia's action.
