China's current approach to industrial policy, it'll have the occasional Sputnik amidst a sea of mediocrity. Data is essential for machine learning and development of AI. China doesn't have a GDPR like the EU does that limits access of tech companies to personal data. You can have lots of access to data, but if you don't have the right institutional set up to produce the innovation ecosystem where you can really be creating cutting edge uses of it,. That may be the tradeoff China is facing.
