When Hershey outsource to Mexico, it's not the fault of Mexicans who are a cheaper form of labor. It's just market forces in action. The reality is business persons in China and the United States are doing more business this year than any year previously. So even while politicians are talking about they're going to do something, business people are already taking advantage of the opportunities that exist.
