The Limitation of Military Targets

The only possible solution is to enlarge the definition of what is a military target. The Hague Convention on Cultural also has an interesting definition. It says that cultural treasures may not be stored near industrial centers or war-casting stations. This would seem to me to leave one very narrow opening of reciprocity. Since this sort of target could I think be seen as a legitimate target.
