How to Communicate With Stakeholders in a Security Incident

I think most organizations have communication plans in place, but nothing to the scale. What are the most valuable data within their organization? And making some plans proactively to understand what would happen if that data was impacted. How do you communicate with your stakeholders? For a lot of organizations, that might be an email database.
