The way that the international order has conceived of refugees didn't really accommodate a pre climate change worldver. It's rooted in this idea that what that the international community needs to work to insure that people have a chance to leave their country if their government is persecuting them because of who they are. What happens if you're not being threatened because of, like, race or religion, but because of your gender or sexuality? That hasn't really been grappled with in, in a global way. There's lots of stuff that has kind of gotten cludged in because it's showing up in ' inhuman beings'
