In the early days of Android, you were missing out a lot with a really old min SDK. With Core Library desugarring and AndroidX, it's a much less of a burden to support an older min SDK version than it used to be. So as soon as you can get to the latest version of Compile SDK, I always recommend updating that because you'll get some fixes.
