What Is Disciplined Cloud Spend?

There's been a lot of questions asked around, you know, what is discretionary? Worsis nondiscretionary? Given we are probably in a slowing, i tea, spending environment now, although you never know, the sentiment can actually change in a few months. But at least for now, this comes up quite a bit.
