Peter Glick: It's time to change from a philosophy that we can manage and prevent these floods. We have to learn how to accept the kinds of extreme events we're getting, he says. And it sounds like you're not just talking about California anymore; this is true everywhere, writes Glick. "I would say it's smart flood planning rather than dumb flood planning," he adds.
