The Young Turks were a group of men who became disenfranchised by the politics of Abdul Hamid II and for various reasons that included Olamat as well. Most historians now would make the argument that those turcification policies had two main strategies one was to centralize the state in which Turkish or Ottoman Turkish at the time would have been the official language of the state. As a result they were trying to make that Arab elites also knew Ottolian Turkish in the Arab provinces.
