If you are beholden to voters, your choices are constrained by them. Or if you're beholden to none of that, then you have the ability to determine whatever kind of choice you want to make. What this looks like in practice, i've often thought about with population aging. But just because am two countries in the world, let's say china and japan, are both experiencing population aging, doesn't mean that what out the other end is looking exactly the same.
