I think that they are operating within a flawed system, right? Even if you get the residential assessments, you're still going to have thousands of properties across Detroit owned by speculators. Vacant lots and vacant houses, which even under a correct quote unquote assessment, will produce holding costs that are next to nothing. These guys will just sit on these properties forever until a project comes along where they can essentially take the city hostage for the property that they own. I've seen your go-bend Detroit thing in five years. It's a completely different thing in some places, right? Exactly.
