This is a bit of a divide and rule from Putin. You can't let the established military get to entrenched. If Shoygu is so incompetent, why has he been in post for more than 10 years? Is the gene pool of top people in Russian government so small that they are irreplaceable? Of course, Shoygu's advantage is that he's not a full-blooded ethnic Russian. He comes from Tuva, a Buddhist part of the Russian Federation. So he would be an unlikely Napoleon, a very unlikely Napoleon.
