The US Constitution Doesn't Authorize Partisan Gerrymandering

Misha Guilleriel says that the requirement of a clear statement rule authorizing a regulation of partisan gerrymandering by the state doesn't come from the US Constitution or from state constitutions. The dispute before the US Supreme Court is only about the limits that are on states, including state state courts, when you're dealing with congressional elections. So where does this clear statement will come from well frankly is trying to draw a middle ground because there's two very extreme positions being put before the court.
