I think she's probably correct that it's ill-suited to a time when people are not really aware or it's difficult for people to even assert their right to keep certain things secret. But I've had conversations with people that work in the federal government that they've said we need this huge, ever-expanding surveillance regime. It doesn't seem to connect to any legitimate purpose, much less protecting the liberties of Americans.
