How Much of That Is Because of the Way the System Is Designed?
There is a n what you might call budgetry distance between the voter and the decision maker. I think ward committees should be funded directly, just like municipalities have their funding. The fundamental notion of a republic is deeply tied to the idea that citizens are also creators of government. We must create a system for public administration in which there is increasing vulgal and citizen participation in the management of public funds.
