The majority of countries in the world, particular here in central asia, are already governed de facto clocaly. Localism can succeed both under democratic and authoritarian forms of government. People take elections of mayors very seriously because they have to respond when the plumbing doesn't work or electricity isn't working. They get kicked out if they don't fix the problems. And this you see also in europe in the neighborhood policies of the european union.
