The National Economic Security and Reformation Act

In 1999, a 75 page document known as the National Economic Security and Reformation Act, Nissara was submitted to Congress where it sat with little action for almost a year. Late one evening on March 9th, 2000, a written quorum call was hand delivered by Delta Force and Navy SEALs which killed the legislation.
