There is no obligation by any Minister or the Premier himself to answer the question directed at them. In this case, the Premier is handing off queries from the opposition to his government House Leader Paul Calendra. Sometimes when the Premier isn't in the chamber, it's totally normal for another Minister or the Deputy Premier to respond in his place. And then there's the final option, which is just not to show up at question period at all.
