The income tax was introduced during the Civil War. It wasn't until after the war that you see this concerted resistance against it. Those peak in the 1870s and 1880s, they get mixed up with opposition to reconstruction. There's also a growing sense that the larger kind of revenue system of the United States is benefiting the very wealthy at the expense of consumers.
