This is just the end of act one, really. But as you say, this is a deal that's been brokered by President Lukashenko of Belarus. Is he powerful enough to have given Pragoshan the assurances that he needed and to get Putin's buy-in? It's increasingly looking like Belarus is just a kind of semi-autonomous part of Russia. So there's probably a lot going on behind the scenes now that we can only guess at. We need to wait and see what comes next because he's obviously unsettled the Kremlin as well.
