The Role of Government

The turnaround of this utility is not public sector work, it's what we call state-on enterprise work. A good government always invests in services that are very unprofitable to serve but they have to do it because the private sector cannot or will not serve it. The reality is that governments find it incredibly hard over the long term to compete with private sector companies who are better motivated and attack the market from different angles.
