Arthur Burns was Fed Chairman from February 1970 to December 1977. He had a great pedigree, great background coming into this. Milton Friedman looked up to him. In many ways, he was kind of this perfect person to go into the Federal Reserve and take over during a season of high inflation. But things didn't go so well.
