MacArthur's Formosa Address

President Truman scolded MacArthur for sending a message to the veterans of Foreign War's annual gathering. By late July, MacArthur's area of strategic concern had widened to Formosa where he was worried that the Chinese nationalist government was vulnerable to attack. The day before MacArthur flew to Formosa, the Soviet Union had announced that it would return to the Security Council.
