Brain Washing and Mind Control

Behaviorism, pop psychologists and red scare all play into the idea of brain washing. The c i a's m k ultra programm tries to weaponize the idea of mind control. But can you essentially just form at the hard drive of somebody's brain and completely re write their personality? Or much more likely that in the kind of mundane way that we would all observe throughout our lives.
